Minutes of the Centerville City Trails Committee meeting held Thursday, September 10, 2009 in the Centerville City Hall Conference Room, 250 North Main Street, Centerville, Utah. The meeting was called to order at 7:00 p.m. by Chair Denise Cox.

MINUTES REVIEW AND APPROVAL
Minutes of the August 13, 2009 Trails Committee meeting were reviewed. Chair Denise Cox made a motion to approve the minutes as amended. Wendy Higgins seconded the motion, which was passed by unanimous vote (5-0).
BICYCLE ROUTE UPDATE
Matt Johnson reported the presentation for the bike lanes was given to the City Council and they approved the striping of bike lanes and share the road. Interstate Barricade will begin painting the bike lanes on September 11th, and the signs will also begin to be installed. It may take several days for the signs to be installed. Lee Vanhille said he is concerned with the markings that have been placed for the bike lanes. He said he noticed there would not be enough room for a bike if there is a car parked on the street. Wendy Higgins said it will not be a dedicated bike lane until it comes to Parrish Lane. Bruce Cox, Parks and Recreation Director, said there are some areas that were marked wrong, and he will be present when the lanes are painted to make sure it is measured and painted correctly. Mr. Cox said he talked with Sharon Briggs, UDOT Bicycle Coordinator, who said the stencils should not be painted, because people might think they could not park in an area where a bike stencil is painted. Bruce Cox said there will be stencils painted on the road between Parrish Lane and Porter Lane on 400 West with no parking signs. Matt Johnson said Police Chief Worsley requested that the bike lane end before the LDS Church on Porter Lane and 400 West, as the street is used for parking on Sunday, and for weddings and funerals.
Bruce Cox said there are two unfriendly storm grates in the road just north of the Community Park that have been switched out with cast iron grates. There are two grates at 1850 North that will need to be custom made, and they will be ready in three weeks. Barricades have been placed at the inferior grates to warn bikers of the danger until the new grates are placed. The City Council approved up to $10,000 for the painting, signs, and stenciling for the bike lanes. The grates will cost $1,62l, which is below the allotted amount of $4,000. Lee Vanhille said he will talk with UDOT to see if the City can replace unfriendly storm grates on Main Street since it is a state road.
Bruce Cox said the Wasatch Front Regional Bicycle Council has done an assessment of all the streets along the Wasatch Front that have at least a four-foot wide shoulder that could possibly be striped for bike routes, and they have marked priority bike routes across the Wasatch Front. This Council would like to help communities get bike lanes, so that bike routes can be connected along the Wasatch Front. Matt Johnson said there will be six phases done over six years on the old Rio Grande railroad tracks to pave this section for a bike path. Denise Cox said she will talk with Scott Hess to find out why the section that runs through Centerville has not been paved. Within one year, it is planned to have the Legacy Parkway Trail connect to the Jordan River Parkway Trail.
Matt Johnson suggested the Frontage Road be striped for bike lanes since there is still money available for striping. Bruce Cox said it is planned to have this road repaved, and he will see if a bike lane could be striped at the same time as the paving. The Committee discussed having 400 East striped, except where the road narrows between Parrish Lane and Chase Lane. Bruce Cox said he will verify when 400 East will be paved again.
DISCUSSION OF TRAILS IN CENTERVILLE
Lee Vanhille said the weeds along the Legacy Parkway Trail are crowding the trail in certain areas, and he asked who should be maintaining this trail. Bruce Cox reported area City Managers have been meeting about this topic, as the contractor has abandoned upkeep of the trail. He said there have been meetings held with UDOT to see what needs to be done about maintenance of the trail. MTC has said they would like to do a service project in Centerville that has to do with helping the environment. Mr. Cox suggested MTC do reseeding and erosion control on the mountain near George Haddad’s home, and help with maintaining the Legacy Trail.
Denise Cox said it would be a great Eagle Scout project to have a Boy Scout stain all of the eight kiosks on the trails in Centerville. Bruce Cox reported that Steve Thacker said the Parrish Lane Trail has incurred a significant amount of erosion, and perhaps a Boy Scout could do an Eagle Scout project by diverting the water to stop the erosion.
Matt Johnson said the Parrish Creek Sunset Trail could also use maintenance work on it, as there are overgrown bushes that need to be trimmed. Bruce Cox reported he will be meeting with Tony Thompson and Robert Smith from Davis County to discuss the concerns on the Ford Canyon Trail and where the trail should be placed. The meeting will be held on September 14th, and Committee members are invited to attend.
At 7:55 p.m., Matt Johnson was excused from the meeting.
PRESENTATION BY ROYCE ALLEN
Mark Austin introduced Royce Allen, who is a resident of Centerville and an avid hiker. Mr. Allen displayed a map he has made of the trails in Centerville. Mr. Austin suggested these maps be placed on the internet with GPS coordinates. Mr. Allen displayed a binder with pictures and historical articles on Centerville, and he asked that the Trails Committee help him publish this book he is making. This book will contain photographs and interesting facts about the trails in Centerville. The Committee viewed a film that Mr. Allen showed on the placing of the American flag at the top of the mountain at Deuel Creek in honor of those people who died on September 11, 2001.
At 8:35 p.m., Bruce Cox was excused from the meeting.
Royce Allen said when he was on the Historic Sites Committee there were grants available to make historical plaques. He asked if there were grants available that could help him get his book published. Mr. Allen said he has finished gathering the historical facts and photographing the sites, and he asked the Trails Committee to help get the maps printed of the trails he has made. This item will be discussed at the next meeting.
UPCOMING EVENTS
a. There will be a fall hike on Saturday, October 17, 2009 at 9:00 a.m. beginning at the top of 100 South.
b. Bruce Cox reported there will be a 10K race this Saturday beginning at the Freedom Hills Park and running up the switchback trail to the Fire Break Road.
