Minutes of the Centerville City joint City Council/Planning
Commission work session held Wednesday, February 5, 2003 at 6:00 p.m. in the
Centerville City Council Chambers, 250 North Main Street, Centerville, Utah.

DISCUSS PROPOSED CHANGES TO CENTERVILLE ZONING
ORDINANCE
Neil Lindberg, an attorney specializing in planning
and zoning matters, has been hired to write the new Centerville Zoning Ordinance.
Mr. Lindberg reported a steering committee consisting of Brian Hulse, Ken Averett,
Aric Jensen, and Lisa Romney has been formed to review Mr. Lindberg’s drafts
of the ordinance and provide guidance to Mr. Lindberg.
Mayor Deamer stated the overall goal is to create
a model ordinance and have it understandable by the citizens.
PROPOSED OUTLINE
Mr. Lindberg explained the Zoning Ordinance
will be written with chapters and sections, and there will be a section on process
and administrative rules. The Council and Planning Commission must decide what
base zones will be in the Code and he asked the group to consider the content
of the outline. Mr. Lindberg explained the difference between administrative
and legislative procedures. He also explained that the "trade-off" decisions
that must be made when writing a new zoning code are "flexibility vs. predictability."
FORMAT
The Council and Planning Commission approved
the proposed format.
DEFINITIONS
Use Definitions
The definitions define what the uses are up-front.
USE TABLE
A "Use Table" will be completed as part of the
Code. It is a summary table of all of the uses by zone, in tabular form.
Mr. Lindberg said all of the changes should
be completed by the end of 2003, at which time there will be a public hearing.
After the public hearing, the current Zoning Ordinance will be appealed and
the new ordinance will be enacted.
Steve Thacker explained there will be a copy
of the materials for each work session available for public view at City Hall.
Any citizen comments should be given in writing to Aric Jensen. A record of
all comments will be saved at City Hall.
NEXT MEETING
The next joint City Council/Planning Commission
work session will be held on Wednesday, February 19, 2003 at 6:00 p.m. at City
Hall. [Note: It was later decided that the next meeting would be held on
Wednesday, March 5, 2003 at 6:00 p.m. at City Hall.]
