MINUTES REVIEW AND APPROVAL
The minutes of the Trails Committee meeting held January 23, 2007 were reviewed. Craig Monson made a motion to approve the minutes as written. The motion was seconded by Tim Hawkes and passed by unanimous vote (5-0).
FRONTAGE ROAD – Possibility of bike lanes
Bruce Cox, Parks Supervisor, presented aerial photos of the Frontage Road from McDonalds to the Farmington border. He asked Jared Poulsen to review the photos and make recommendations for bike lanes on both sides of the Frontage Road. He said in light of the newly proposed trail along the old D&RGW Railroad, a trail along the west side of the Frontage Road would be redundant. He also said there is no need for parking lanes along the Frontage Road.
Jared Poulsen said he found a great resource on-line called the Guide for Development of Bicycle Facilities. He said this book provides information and guidelines for bike lanes. He discussed with the Committee the possibility of a paved shoulder vs. a shared roadway. He said he will review the photos of the Frontage Road and come back with a recommendation for bike lanes at the next meeting.
EXISTING TRAILS
David Chamberlain said he is waiting for the snow to break. He said he has walked a couple of trails, but cannot get a real idea of their condition until the snow melts. He said he may be ready to report next month.
PROPOSED TRAILS
This item was postponed until next month.
GENERAL PLAN/TRAILS MASTER PLAN
Craig Monson said he met with Ashley Messina from the Parks and Recreation Committee. He said they agreed each Committee should produce their own master plan, each referencing the other as needed. He said they also discussed summarizing the two master plans in an executive summary for the General Plan. This summary will be divided into the four quadrants of the city. The Committee agreed.
Mr. Monson thanked the Committee for their comments and suggestions regarding the draft of the Trails Master Plan. The Committee discussed possible changes, including: connectivity; future meeting schedules; and trail standards. Mr. Monson said he would incorporate these changes and prepare a new draft for discussion at the next meeting.
MISCELLANEOUS
Bruce Cox, Parks and Recreation Director, updated the Committee on the Freedom Hills Park/Freedom Monument and the Porter-Walton Park improvements.
NEXT MEETING
The next scheduled Trails Committee meeting will be held on Tuesday, March 27, 2007 at 7:00 p.m.
